California: lawmakers to consider bills on cats and dogs

In the United States, the bill of cats and dogs has been introduced, setting up a dog and cat bill of rights into the state law. It will ensure that every animal should be provided with proper care and attention.

Moreover, assembly bill number 1881 requires shelter for all animals. A humane society shelter or rescue group shall post a copy of the Dog and Cat Bill of Rights in a conspicuous place accessible to public view.

The bill was launched by Assemblyman Miguel Santiago, D-Los Angeles, the list of the seven fundamental rights that every dog and cat in California should have such as,

  • Dogs and cats have the right to be free from exploitation, cruelty, neglect, and abuse.
  • Dogs and cats have the right to a life of comfort, free of fear and anxiety.
  • Dogs and cats have the right to daily mental stimulation and appropriate exercise.
  • Dogs and cats have the right to nutritious food, sanitary water, and shelter in a proper and safe environment.
  • Dogs and cats have the right to preventive and therapeutic health care.
  • Dogs and cats have the right to be identified appropriately through tags, microchips, or other humane means.
  • Dogs and cats have the right to be spayed and neutered to prevent unwanted litter.

Santiago mentioned, during an interview, “These are the basic rights for all creatures, mainly the dogs and cats.”

Initially, if the shelters and rescue groups fail to post a copy of the bill of rights to the premises, they will get a warning, and after that, they have to bear a fine not exceeding two hundred fifty dollars ($250).

Santiago stated that the Dog and Cat Bill of Rights would help that the bill could help people to ignore animal cruelty.

Further added, “The Cruelty can also be not taking a dog out and walking him, socializing him as well as spending time with him.”
